I have pressed Japanese Goverment to arrange for deportation direct to Hongkong but they now say they must give Indians chance of going to Shangui. They are pre- pared to (give) necessary notice to men as soon as our arrangements are completo. In view however of difficulties in the way of arresting deportees which apparently exist at Shanghai I request instructions. The Hakuai (kru which sails on November 14th would afford suitable oppor- tunity and Japanese Goverment would have no objection to a police officer being sent to Nagasaki from Shanghai to watch men whilst on board.
